The motorway between Rouen and Alençon is a section of the A28 motorway going from Abbeville to Tours via Rouen, Alençon and Le Mans. It is part of the European highway E402, a major motorway route across the west of Europe that allows the motorists to cross France by the west; thus avoiding Paris and its region. It is now possible to drive from Calais to Bayonne only by using the motorway !
